Can a submitted pack be edited?

Summary​

After submission, packs are typically locked to preserve the integrity of the submission record. Edits are usually only permitted when the pack is returned for revision.

Why locking matters​

Unrestricted editing after submission would undermine:

  • Reviewer confidence (what exactly was reviewed?)
  • Traceability (what changed and when?)
  • Auditability (is the record reliable?)

When edits are usually allowed​

  • If the pack is returned for revision
  • If the workflow explicitly re-opens editing at a defined stage
