Can a submitted pack be edited?
Summary
After submission, packs are typically locked to preserve the integrity of the submission record. Edits are usually only permitted when the pack is returned for revision.
Why locking matters
Unrestricted editing after submission would undermine:
- Reviewer confidence (what exactly was reviewed?)
- Traceability (what changed and when?)
- Auditability (is the record reliable?)
When edits are usually allowed
- If the pack is returned for revision
- If the workflow explicitly re-opens editing at a defined stage
